Scrape the wall to remove any texture and to create a flat surface. Score the wall with a stanley knife all over the area to be tiled the more heavily the better. Score the paint into sections using a stanley knife and scraped it of using a standard wall paper scraper. Use the edge of the scraper to score diagonal lines in the paint.

Start with a scraper. This will expose edges in the paint shell to make scraping off easier. Then use a sanding block or sander to rub away the unwanted pain. One way is to buy the cheapest wettest ready mixed and skim the walls scrape this off while still easy to do and it should pull the paint off with it assuming the paint is emulsion.
